PDA Declaration Announced for North Harbour

May 7, 2025

The Deputy Premier the Hon Jarrod Bleijie’s commitment to declare a Priority Development Area (PDA) for the North Harbour Marina project is a breakthrough moment that would forever transform the City of Moreton Bay.

North Harbour’s Marina project comprises a world class marina development, new jobs in construction and associated marine industries, as well as waterfront residences that will deliver vital housing diversity for the City of Moreton Bay.

The project is strongly supported by the City of Moreton Bay, which has identified the project as a key pillar of its economic development strategy to 2041.

North Harbour Holdings Project Director Mr Bryan Finney said the announcement was a watershed moment for the project, which has been subject to process delays for more than a decade.

“The announcement today is a clear statement that the State Government will work in partnership with local government and the private sector to unlock unique projects that deliver jobs and housing,” he said.

“We worked with state and local government to deliver our recently opened Business Park, which has been a great success with already 280,000 square meters sold and settled. This decision on our marina will lay the groundwork required for the project to move forward with certainty.

“North Harbour is already a thriving community of more than 4,000 residents and they will be thrilled with this decision, which will offer new job opportunities nearby as well as a boost to their lifestyle with easier access to the wonderful Moreton Bay.

“We want to ensure the marina facilities can be built and operational for the 2032 Olympic Games, accommodating the expected surge in demand for world class vessel berthing.”

Chairman of North Harbour Holdings Mr Malcom Hall Brown said the announcement recognised the central role that North Harbour will play in the future community life of the city and region.

“North Harbour is shaping up as a new destination within the City of Moreton Bay and provides vital housing diversity, new industries and local jobs, as well as the largest, publicly accessible riverfront parkland in South-East Queensland.”

“Mayor Peter Flannery and his council should also be congratulated for understanding how North Harbour will benefit the entire city and showing real leadership in driving the project forward.”

Deputy Premier the Hon Jarrod Bleijie said:

“Queensland is in the midst of a housing crisis, and we need all forms of housing supply across Queensland. That’s why, just six months into government, we’ve made housing one of our top four priorities.

“Declaring the North Harbour Marina precinct a Priority Development Area is about getting on with the job – unlocking 3,700 new home opportunities, supporting over 1800 jobs, and delivering a $450 million boost to this region.

“This project had been sitting on the former government’s desk for 10 years. We’ve dusted it off, and within six months, we’re approving it today to proceed to a Priority Development Area.”

This is about housing, jobs, and lifestyle. This announcement is a catalyst for certainty – certainty for business, for council, and for the local community.
